Accessible, high-quality care and education for infants and toddlers in the Bloomington community.

The Chandler Early Learning Center (CELC) was created in collaboration with the Summit Hill Community Development Corporation (SHCDC), bringing together high-quality early childhood education and affordable housing under one roof.

Our center serves 28 children from six weeks until three years of age, five days a week, year-round. We are committed to creating a space that reflects care, dignity, and opportunity for families who often face barriers to accessing childcare.

About Our Program

CELC is grounded in best practices in early childhood education. Our classrooms focus on responsive caregiving, play-based learning, and strong relationships to support social-emotional development, early communication, and curiosity.

  • Nutritious meals provided daily (Breakfast, Snacks, Lunch)
  • Diapers, wipes, and formula provided for infants up to 13 months
  • Inclusive environment for all economic backgrounds

Enrollment & Eligibility

We provide accessible care for families across all income levels, including those who may not qualify for SCCAP’s Early Head Start or CCDF vouchers.

Families exceeding standard eligibility criteria may be eligible for our sliding-scale tuition fees. Priority enrollment is given to families already receiving CCDF vouchers.
